This set of figures seems to be a non-licensed product and doesn't use any original names or game titles. It is made by RedMagicStyle and goes by the Western names of the characters. Therefore it's probably not a Japanese product.
Ten of the original 12 Street Fighter II characters have a parody in this set, Blanka and Sagat are left out. You get 24 characters but only 10 different ones. I don't know wether the colors or other attributes of the repeated characters are always the same. On the picture above you see which characters are repeated and how often.
Some characters have a "bucket symbol" somewhere, Dhirosim even has one on his head. Balrog/Vega's parody "Vego" looks very weird and his difficult to recognize.
They are quite expensive, like most items of the company, and are part of their C.i. Boys series (other sets on different topics have similar bodies).
